Muyi Yang

Urban Resilience, Climate Policy, and Delivery Advisor

Oxford MPP. City government advisory, climate delivery, planning instruments, and public-sector implementation diagnostics.

Freetown City Council
2025–present

Climate Policy and Urban Resilience Advisor to the Mayor’s Office.

Leading strategic climate portfolio assessment, planning-instrument restructuring, and government-side technical-policy review for the Mayor’s Office, with a focus on turning complex evidence into senior-facing advisory judgments and implementation priorities.

Current work includes designing and leading a 94-page Strategic Portfolio Assessment across 37+ climate interventions, producing an Executive Brief to inform the prioritisation strategy of the Mayor's Office, restructuring the Moyiba Area Action Plan into a more implementation-oriented planning and investment-guidance document for informal-settlement upgrading, and conducting government-side technical-policy review of external air-quality and vulnerability assessment outputs to improve policy usability for city decision-makers.

The work has produced clearer leadership priorities and has been adopted by the Mayor's Office as a foundation for future portfolio review and MEL thinking. It has also produced a more investment-facing planning document for settlement upgrading and technical feedback that helped shape how FCC could use air-quality evidence for policy response.

Selected work: Freetown climate portfolio assessment, Moyiba area action plan restructuring, and government-side technical-policy review.

Mayor’s Office, Freetown
2022

Policy Advisor to the Mayor of Freetown.

Worked on comparative policy analysis and strategy development linked to transport, green mobility, and early climate planning.

This included policy input to Sierra Leone’s inaugural climate strategy across transportation and energy workstreams, comparative work on measures such as zero-emission zones and congestion pricing, and workshops with ministry officials and City Councillors.

Execution-side infrastructure work
2023–2024

Urban Infrastructure Delivery Associate.

Worked inside government-commissioned smart city and green infrastructure projects, with exposure to procurement, specification alignment, supplier coordination, and the day-to-day interface between public clients and engineering delivery teams.

This provided direct operational grounding in how public mandates move into procurement, contractor coordination, and implementation, and now informs how I assess delivery risk inside climate and urban project portfolios.

Conflict-affected education institution
2020–2022

Founder and Director of a charity school for displaced youth in Syria.

Founded and ran a charity school serving 100+ displaced youth at risk of drug addiction, gang violence, and radicalisation, covering programme design, operations, partnerships, fundraising, and day-to-day organisational management in a high-friction environment.

The school supported 10+ staff and raised more than $45,000 in donor funding without institutional backing, building a functioning educational and protective space under conflict conditions.
